Not much to do in Vegas if you aren't 21, but SOE hosts all their own things in banquet rooms and shit and all that.
Most of, if not all of the after parties are at bars and dance clubs and shit though.

Actually most of the real parties happen in players own suites. As the Rio is an all suite hotel its going to be.... well.. suite.
Now they did have parties at the Beach, which is down the road from the Hilton, but that was only for a couple of years, and only the 5th anniversary did they reserve it for only us. Was fun though, free drinks always rock.
