Even when they do want to work, and also know their business, they still don't know what they 'want' or fail big time to communicate it adequately. That's why the expectation always differs from the realisation. Unfortunately, IT is always blamed and as senior management 'understand' the business but not IT, the situation is exacerbated.
Anyway, slightly off-topic there and agree with previous posters, rather it was right late than wrong early.
