This is a good thing. There wasn't room for another tier of new, better gear without a major game mechanics overhaul. Obviously, that'd be a good thing, but not all at once, it needs to be gradually over the course of about a year. This overhaul has already started, and will continue over the course of two years, probably (with SOE being slow to do even the smallest of tasks).
This is an easy way for them to release and new expansion with gear that's no better, but force us to use it anyway. It's a good thing. It buys them the time they need to fix what's wrong with the game, and makes sure that in the future, we're not going to get such a crazy DPS boost every expansion.
Of course, that's only if they do it right. The other option is they make this effectiveness cap thing, give us shit gear, and sit around with their thumbs up their asses. Any bets?

yeah, people will bitch about itemization and that it needs fixed, but don't have a clue that a fix requires a 'nerf'. If almost everyone is sitting at the cap and a 'fix' is needed, the only solution is to distance people from that cap somehow. In Layman's terms, that means a nerf.
I'm sure that this is going to go down like every other system change that they have implemented. People will bitch and wine and when the put it in, people will say, "oh, I guess it wasn't that bad after all."

I'd like to know how people think this "allows for better itemization." Does it allow for it so you can get the same exact thing you had last tier? Not a single person here is going to be happy with that.

That happens with every expansion, regardless of itemization. If you are geared to be uber shit in T8, you are going to be gimp in T9 regardless and you have to work your way back to being uber shit in T9.
And people saying that a level 80 killing level 86 mobs will be better than a level 90 killing 86 mobs (in 80 gear) are fucking retarded. Even if there weren't spell upgrades, resists take level into consideration. ie: If you hover over your heat resist, it says, "You will mitigage x% of damage against a level 80 enemy" or something like that. So if you are 90, level 86 mobs will be mitigating a hell of a lot less than if you are 80, regardless of your gear or spells.

If you want to think of it as each item is better than the last without looking at the old tier items getting outgrown, look at it this way.
There's a new stat on items, called Tier. The higher the tier number, the more damage you do, better you heal, higher mit/avoidance, it just makes you better at everything you do. It's the most important stat now. Just like you'd take a +4 melee crit item over a +3 melee crit item, you'll take an +9 tier item over a +8 tier item.

I'd be fine with a nerf if I thought it would actually lead to a fix. It won't. The dev team has shown that they aren't able to follow through with what is required post nerf to ensure we don't end up in this situation again.
Pay attention to the past history of this game and what has happened and the ways they "fixed" shit. Its never a fix.
So I'm mostly pissed off that due to the incompetence of the dev team I'm going to be a shittier ranger at level 90 than I am now.
I can currently cap RC, RDA, haste, dps mod and some other things in raid. If at level 90 I can't still cap those, then I progressed to be... worse?
Which while hard to swallow I would deal with it a little better if I thought this would actually fix shit, but it won't.
Devs knew the choker was overpowered, they knew why it was overpowered, and yet they added base damage mod to tons of items in TSO, resulting in what... oh shit we have to nerf procs now because we're idiots.
That is the kind of shit that pisses me off. In the end we'll suffer all of these nerfs for nothing because they'll fuck up itemization again in SF and the expansion after anyway, and I'm sure going into lvl 100 we'll be looking at sweeping nerfs to core systems because of their lack of foresight.

Exactly. Whats worse is any gear you get in the next expansion is also destined to be nerfed when the next lvl cap is raised.
I've heard at lvl 100 they are going to stop raising the level cap. It might be a good idea to just quit until they announce the lvl 100 cap... this way you know your working towards gear that will not be nerfed every time another expansion comes out.
