Meh you can consider it a WoW term all you want, but when WoW sites consider it a SC term, then I think you should head back to the drawing board.

I mis-read the original post then. The idea to decrease effectiveness against higher con mobs didn't even cross my mind as valid... there's already mechanics in the game to make that level relationship work properly.
I thought he was asking for it to be scaled down in effectiveness as you started to outlevel mobs (with no scaling if the mob is higher)... which penalizes you not for the act of leveling, but for fighting content below your level.
