It will lose effectiveness every level all the way up to a max of 33%.

Not even a little, when you consider everyone who raided anything will still have ~70% crit, DA, etc. As always, take a look at the more successful game and notice that every 10 levels its a 33% change as well.

33% is crazy.
Also all this system is going to do is make you go sideways until you hit the mid tier raid content and then you'll probably take a step forward.
The end result is pretty much the exact same thing that's happened this expansion in the beginning with the crap loot from Palace/Tomb and the set gear before it all got upgraded.
This prompted numerous itemization threads because people were killing harder content and going sideways or backwards, which is pretty much exactly what this scaling system will do because they're definitely not going to put T8 Avatar quality loot on starter mobs.

Let's also take a look at how well itemized and how there's actual room for growth in that game and you can't reach all the caps. Also, this adds an even bigger problem that I don't think they've realized yet:
I have a piece of gear from Level 70 that is +10% Base Damage. At Level 90, I get a piece of gear that is +6% Base Damage for the same slot. Which is better?

33% is not how much you will loose... it is how much you will have left. So yeah it's over penalized.
(unless I completely misunderstood how they explained it).

Currently only gear that has effects like "+5 Ability Cast Time" scale with mentoring, whereas "Increases Cast Speed by 5%" is fixed regardless of level.
I wonder if it will hold true at level 90?

As opposed to what, sideways progress until you're killing avatars again? Without the reduction there are two options, stay the same forever using the gear you currently have, or end up with 50k personal dps for every member of the raid with gear full of crit damage and flurry until they find a new stat to throw on everything.
