Yep... just look to Confirmed, who had a brawler as their primary MT for a decent stretch of time last year. Trumak tanked literally every slice of content in the game, and the raid never suffered for it. He didn't need any kind of specially constructed MT group or extra healing support, he just filled in where a plate tank would have been and away they went.
Brawlers
shouldn't be
overtly as strong at main tanking as a plate tank. Just because they are a fighter doesn't mean they automatically deserve to be as strong in every aspect of tanking (similarly, all scouts and mages shouldn't excel in the same areas). What's the point of class differentiation if we ignore that? Why not just have Fighter, Healer, Scout, Mage as your 4 classes if that's going to be our attitude towards game design.
Now, once again, just because they aren't naturally as strong doesn't mean they can't do it. They might need a little better quality of gear or a lot better quality of guildmate supporting them, but there is certainly evidence to the contrary here.
