AR/DR is not the same as the attack of a weapon or the defense on armor but a separate modifier that changes the effectiveness of your gears' stats based on the AR/DR of the mob you are fighting. So if you have 100% crit at level 80 you still have 100% crit at level 90 in the same level 80 gear. However when you fight a level 90+ mob your AR/DR is lower then the mobs' AR/DR so you would only have 60% or so effective crit against the mob.
By creating a separate stat for item rating it gets rid of nasty backwards progression side effects of leveling. If you level up your gear doesn't automatically get weaker. Under an AR/DR system you don't start feeling weaker until you attempt new content fighting mobs that have higher AR/DR than you. That way if you decide to go back to do old content you still have your old effective crit back.
Under non AR/DR systems such as Wow's straight item degrades and the one being proposed for eq2 you get weaker as you level. That is backwards progression and that sucks. I hope the devs see the light of this and put eq2 on an AR/DR system and not copy WoW.

I completely agree with this form of rating system where it is
item level vs mob level
instead of the WoW/Eq2 proposed system of
Player level vs item level
But there are tons of people bitching here like eq2 is creating some new shitty idea of gear degrading where it is pretty much just a copy of WoW's idea already. The fact is linear % based abilities w caps was just bad coding.
And my guess is they are going with player level vs item level because its easier to code. But I agree item level vs mob level will rock. The only issue with item level vs mob level is PVP and in PVE when you are several levels above someone with higher level gear you are immensely stronger then it is currently on live. This can be curtailed a bit by caps.
