All of these masters drop on your server I can promise you all this. If you flash around enough money you will get it. For Seismic Tremor I was offering 100p, but then found it on the broker for 15p. But during this time there were people farming Poets Palace just for that spell. Save yourself some hassle and save up a gross amount of plat, then offer it up in 60 chat for the spell, you'll get it I promise.
