Exiled and City Merchants

So I went exiled a while ago and worked my faction up with FP so I can respec and buy from merchants there and stuff. I have 10k faction with FP but I can't buy from a city merchant. If I get more faction will that change? Or is there no way to be able to get Signets and what not for me anymore?

I don't think you can do that until you talk to the Brigand trainer, and then bye bye spells.

Yeah that's not gonna happen...damn I was hoping with like 50k faction you could do it but apparently not...damn
