So, i know you can forfeit a diety and goto another one and get that cloak... but my question is, for example...

Innoruuk. Has two cloak options. I am currently Innoruuk but I want the other cloak as well...can I quit Innoruuk and start over with him again and get the other cloak?

I've never tried to do the same deity. I did a few deity quests so I have a few cloaks.. Hmm. I don't know!

As far as I have seen once you renounce a Diety he/she/it is gone for good as an option for that character. Though you can still wear the cloak you got from the initial Diety quest.

The answer is simple.

The quests are not repeatable. Therefore you can only get 1 of the 2 Innoruk cloak choices.

Uh yeah. Looked into it. Once you renounce, you may take the deity back again, but you cannot repeat the quests that you have already done.

So is there a seperate quest involved or is it automatic to back to a diety you were once already a follower of?

You hail him and he makes you a follower again. You don't regain any faction you lost or anything.
