Yes, but that's not the answer to the OP's question.

If the random were to be just from 0 to 1, the probability of 23 people rolling a 0 would be, (1/2)^23, correct? I would assume so since 1 person rolling a 0 is mutually exclusive from another person rolling a 0. They are not influential of each other.

If we extrapolate that to 0 to 99, you have (1/100)^23...yeah. Needless to say, it's HIGHLY unlikely.

Unless I'm mis-thinking this. I really can't stand Statistics, so I never really bothered to remember anything to deal with it.

After writing this post, I'm not even sure if the above #'s are the correct way of interpreting this. Factorials keep popping to my head as I press submit. =\
