Or in their insanity, they might have been trying to appeal to an Asian market which triples our tiny little US market? Even if you toss in Europe it still doubles it. I can't be mad at them for that.

Given that the attempt to breach the Asian market has largely been unsuccessful, I wonder if there will ever be more Asian themed content or will Mara forever remain an isolated cultural outpost?

Or it's because the US Art Team was busy working on EoF, and they had the SOGA Art Team not doing anything, so they put them to work on the art because they weren't busy!

The expansion timeline from OOW on was:

Omens of War (Boss = Overlord Meta'Muram)
Dragons of Norrath (Boss = Vishimtar the Fallen)
Depths of Darkhollow (Boss = Mayong Mistmoore)
Prophecy of Ro (Boss = Ayonae Ro)
Serpent's Spine (Boss = ?, only been out a few weeks)

Prohpecy of Ro was a kinda weird experience when I logged back into EQ1 just to look around and found they'd redesigned Freeport.
