We had the same.
How this happens is pretty simple: Show zones of type 1 with lockout mechanics 1 in tab 1, and zones of type 2 with lockout mechanics 2 in tab 2.
You have a zone that is type 2 in tab 2 with a lockout timer of type 1, which is no longer possible to produce in the near future. You cannot migrate lockout 1 to 2 because you'd need a saved zone for that.
The only thing you can blame SoE for is not resetting the lockout timer.

SoE was supposed to reset the lockout timer with the recent patch, and what the fuck do you mean that's the only thing you can blame them for? That's everything to do with the problem, lol~
