I agree with you to some extent, but doesn't it take some imagination to design the concept for the spell, graphical implementations etc? That's once you start getting away from the bog standard 'fireball' type spells ofc
Also, EQ2 is based on EQ1, a very lore-centric game. They are trying to continue in that vein (although, the lore being generated in EQ2 is sub-par and fragmented compared to it's predecessor imo). Not everyone follows the lore spect but a percentage of the subscriber base have at least passing familiarity with it and are interested to see it's progression. This is after all a Role playing game at it's core.
