This has nothing to do with "wearable" loot. It is just for the quest starter/quest loot changes that were made recently.

This stupid rule totally sucked. I was PLing my alt in Sinking Sands and one of the desert madmen dropped the starter for the HQ just as my alt died (stupid sneaky spider sneakin up on her when I wasn't lookin). I couldn't loot the starter because I already had it, and the body decayed before I came to loot it, so she lost out on that, because I couldn't open the "body" for loot so she couldn't loot from farther away.

Sorry, it also applies to HQ starter loot, kill task quest, etc, that drop in small chests instead of on the mob. You happy now? You proved someone wrong, let me go get your cookie.
