I usually do...

Obliterate > Accelerated Strike > Dragoon Spin (only if multiple mobs) > all three debuffs > Mar > Exact Strike > Everything else.

I use taunts when there's no other combat arts to use.

On a side note, (per ACT) Exact Strike does the most total damage of all my combat arts about 90% of the time.
