Thats why i'm curious if the item level actually makes a difference. If it does, then in theory, it would be more than 150 mit.

It would be 25*1.1 + 5 = 32.5% block.

A few quick tests:

Shield with all block and shield effectiveness mods off: 21.1% block chance.

Shield with only +5 block mod from Wrathbringer helm: 26.1% block chance (which is 21.1 + 5 ).
Shield with only +5% shield effectiveness from epic: 22.1% block chance (which is 21.1 * 1.05)
Shield with +5% shield effectiveness and +5 block mod: 27.1% block chance (which is base*1.05 + 5)

Bit unrelated but is the focus on the legs broken? I was assuming it would at least add the +125 to every tick of Sever, but it just seems to add it to the initial hit. This makes it an incredibly small damage bonus - less than 10dps.

I mean, if they wanna indirectly nerf the class with lame set gear that's fine, but it's just such a tiny effect as-is it may as well be missing.

I'm sure thats working as intended. +20 CA damage would result in more DPS. Our sets are terrible.
