I think you're referring to our Hold the Line buff in this question...
Technicall yes, but Hold the Line is an almost worthless buff imo. The hate gain from that buff is extraordinarily trivial. Hold the Line is more than likely our worst hate generating tool. At A3 it does ~560 hate 50% of the time we're hit, so essentially that equates to roughly 280 hate we gain to a mob every time we're hit. That means that we have to get 5 times to increase our hate by 1,400. Knowing that 1 point of damage = 1 point of hate, and also assuming that raid buffed a noncriting non double attacking auto attack does at least 1,500 damage, it's easy to see the uselessness of this buff in the grand hate scheme.
Basically with that buff on, we get the equivalent of an extra crappy taunt every 6th time we get hit. That, coupled with the understanding that avoidance basically dominates any other tanking stat makes for a poor buff all together.
It's not a worthless buff, but it's definately our worst buff by far. Don't worry about negatively impacting buffs that trigger when you get hit by not getting hit. Not getting hit is always better than getting hit no matter what buffs are on you.
