Right, I'm assuming no one is dumb enough to choose WIS, so your choice is between AGI and STR. I think there are maybe 5 variations for a raiding guard.
STR/STA/INT - Max DPS
STR/AGI/INT - Pre-mythical defense/DW
STR/AGI/STA/INT - With either AGI 41 or INT 41, These are remenants of pre-mirror catch all specs, I wouldn't use em, but I see them pop up.
AGI/STR/STA or INT/STA/AGI - mythical variant def spec based on preference

Even if you play SOLO / GROUP / RAID, the best setup is Str(4/4/8) Sta(max) Int (max). You can put one pts in the small aoe in the agi line for groups, or OT, if you don't take the last (usefull if you don't always have a chanty in your groupe) sta ability.
The only thing you needs is a good buckler to get as mutch avoidance (or even more, with VG) than with TS.. Personally I have more avoid with my buckler than with my tower (about 1%).

Well seeing as VG + buckler spec Nets your 13.5% block and 8% Riposte with an overall gain of 21.5% Uncontested avoid.
Because VG is a little over powered for the most part it nets more uncontested avoid than almost every other shield pre mythical. Not to mention losing sta line is like loosing 30% of your overall dps.
Enduring Wall 21.1% block
Righteous Barrier of Devotion 21.7% block
Shield of the green dragon ~ 25-26% block
One of the reasons i never really understood using tower shield
As far as the agility line goes, drop it STR/STA/INT is the end all be all of specs

Its not that hard to comprehend, Assassins have huge hitting CAs, look at assasins parses, what like 30% comes from auto attack, well guards and serks,(especially serks) have way weaker CAs. When you cast a spell or CA there is a "cool down" period (typically 0.5s) before you can cast another spell/CA. There are very few items / buffs that affect recovery, Time Compression being one, as well as Acceleration Strike and Relentless Assault.
Conveniently, Dragoons Reflexes utilizes the cool down mechanic to prevent you from using CA's, so if you have both the INT and AGI line you can start attacking well before your 12s of 100% parry runs out.

Reuse is the time it takes a CA to refresh, more commonly referred to in other MMO's as cool down.
Recovery is the time it takes between using one skill/CA and another skill/CA. More commonly referred to as the global cool down.
Both are important.
To cast 2 spells back to back it takes X time.
X = Cast time of first + Recovery + Cast time of second.
