Not exactly. Take your total protection factor after applying your bonuses and mods then divide that number by the level of the mob.

1500*15%/85 = 20.29% chance to block vs a level 85 con mob.

Thus, fighting a lower level con increases the effective block rate where higher cons decrease it.

There is of course a strikethru chance on some creatures that will ignore this block calculation entirely, but it's still a good guide.

Is this accurate or just a way to get a close approximation? If it is accurate, it seems easy to check, just take a shield while wearing no shield effectivess modifiers and divide the protection by 80 to check the persona window number. I will check this when I get home tonight.
