You didn't do too well in math's class when you were learing percentages, did you?
So lets do the math then. 3.0 + 30% is 3.9 seconds, right?
and 6.0 + 30% is 7.8, right?
so the 1:2 ratio still holds, right?
Sure you can get them out of sync. but it's not due to any percentage penalty.
So just equip it, and do a /weapon to see for yourself. Here's what I got:
Primary:
