The better equipped and better buffed your character is, the more timing autoattack is going to matter.
If you are gimp and/or your buffs are gimp, it doesn't matter. If you are parsing 1500, you aren't going to lose any dps whatsoever by spamming CAs.
If, however, you are one of the guardians even close to the parses in the parse thread, then time your autoattack for sure. Even for them, though, timing AA is just something to do while there is little else to do. Nobody is going to wait for their AA to go off prior to hitting tower of stone. I usually wait for it when I'm putting up a mit buff, but on the other hand, if I am worried about a disarm proc'ing if I hit the mob, I might purposefully delay my AA with the mit buff. Regardless, if shit is hitting the fan, the last thing I'm looking at is the autoattack bar, and if I am, it's because I want to delay my autoattack. Generally speaking, though, timing AA is something you do while things are stable to increase your dps -- in an attempt to keep things stable (... or maybe it's just because you want to beat the dirge or brigand app on the parse).
Also, with Acc Strike up, our recovery is .32 seconds, and our cast time is .4 seconds... which means you should theoretically be able to cast a CA every .72 seconds if you spam CAs, and that that average theoretical delay is .36 seconds. Whether or not those figures are accurate is questionable. It's possible that, given a particular delay, haste, etc, CA spam might synch up better than expected, creating a .2 second delay -- or it might synch up worse than expected, creating a .5 second delay. It's pretty difficult to actually attempt to figure out what kind of delay increase you're getting. It's probably just best to stick to doing whatever the hell you want if you're parsing under 2500, but if you're parsing 4k+, you ought to be timing your CAs.
