Trakanon used to be just a general in the RoS and wanted to court Phara Dar. Jaled Dar (the leader and her father) forbode Trakanon from this. He also told him not to invade the iksar.... but he did. Trakanon was then banished to Sebilis for going against the RoS.

So, when the war ended and Ganak and Jaled Dar killing each other over the field of bone....Trakanon was left to rot away in his banishment. (that was all EQ1 knowledge)

Now, if you go over to the official boards, they have an immense wealth of knowledge about lore and history, facts, cited data, etc. They will set you straight on almost every detail in game.

here is something interesting i found:

Illia's Everquest Bestiary: Mobs By Zone: Veeshan's Peak

    it says this:
It is from within Veeshan's Peak that Trakanon, at the time a mighty blue dragon, led his forces to meet the Iksar armies above the field of bone. Trakanon's victory was complete, decimating the upstart Iksar armies and razing many of their cities. Trakanon himself retired to the Ruins of Sebilis to keep watch and revel in his victory.

now this comes from a website not dedicated to lore but strange indeed

Now, here's my hypothesis: If Trakanon was indead an undead dragon, isn't it possible that Venril revived him along with Atrebe, Rile, Ganak, and Chottal?
Venril hates Trakanon, why in the world would he want to revive Trakanon? I thought that it would be explained as to how and why Trakanon came to be the leader of the Ring of Scale but I guess I am mistaken.

Trakanon was neither cursed nor undead. He made a pact with Bertoxxulous at the point of death when he fell in battle to the Iksar. He was ever rotting, but never dying.

Trakanon was omnisicent and fortold the rise of the Sebilisan Empire. He urged the Ring of Scale to preemptively attack them to prevent their rise to power, but they declined to interfere in the affairs of a lesser race. Trakanon took it upon himself to start the war between the Ring of Scale and the Iksar by single handedly assaulting and destroying the Sebilisan naval fleet, forcing the Ring into a war they did not want.

I have no idea how he was able to return fully to life, completely healed, or how he came to lead the Ring of Scale. In his first stint with the Ring of Scale he wasn't a general, he was their Seer. He served the Ring of Scale in a capacity similar to Venekor with the Cult of the Awakened.
