This is a screenshot of my adept 3 brainclot when I am not in a group and have no buffs (as per my buff window). The food and drink I'm using is nothing out of the ordinary.
Recast+Recovery puts this at about 7.5, plus the ~1 second casting time, puts this at about 8.5 seconds before it's reapplied. That means in a minute, I can cast it 7 times.
(I'm just going to use the average between the two ranges for this.)
7 times/min puts my dpm at roughly 6.1k. In the 8.5 seconds I have to wait before it's reapplied it will tick off two times, adding an additional ~550. Multiply that for every time I've cast it in that minute (7 times) and that's about 3.9k, for a total of 10k dpm for this spell.
However, if I always wait for it to tick off, I have to wait 14 seconds to cast it again (this is with 5 points put into the corresponding AA to reduce the duration), meaning plus casting time of 1 second, it's not reapplied for another 15 seconds.
That's 4 times I can cast it per minute, putting the initial damage at about 3500. During that 14 seconds of actual spell duration, it will tick off 4 times (giving it the benefit of the doubt) for an additional ~1.1k, plus the termination damage of 730, gives this a total dpm of 5330.
That is a substantial difference. Again if I'm completely retarded and don't understand the mechanics behind this, correct me, but at least on the surface it seems like spamming it would benefit you much more.

To start, Recast starts as soon as the spell lands, meaning recovery does not affect the recast at all. Secondly, look at the other spells you have, it's good to recast brainclot, yes. But if you have something else up like Beam, there is 0 point to recasting brainclot because it will lower your DPS. Basically, if you have both Pessimism and Brainclot ticing and ready to be cast on a mob, and you just cast Beam, your best DPS option is to recast Pessimism, then Beam, Prismatic Adornment, Beam, Brainclot will have expired and you'll be ready to recast it!
That's why recasting brainclot is bad, because you have better options in your arsenal.

Re: DPS Question
Yeah I'm not following your math. From a numbers standpoint, even if you were to just cast brainclot:
Full Duration
874 first hit 0.9
272 tick 4.4
272 tick 7.9
272 tick 11.4
272 tick 14.9
731 migraine
2693 x 4 = 10772 in a min
Recast when it is up
874 first hit 0.9
272 tick 4.4
272 tick 7.9
1418 x 7 = 9926 in a min
Math might be off a bit, some of it can depend on your re-use, and perp 5 comes into play as well. Just try it on a training wall, I got more damage with Brainclot + Migraine than recasting Brainclot 100% of the time.

Re: DPS Question
Hm...I must be missing something. Unless you have a lot of recast timer reduction gear, doing beam, pessimism, beam means there's a lot of time wasted before that second beam is ready...in fact the time wasted is just about enough to do beam, pessimism, brainclot, beam..with beam being up and ready to go just a little bit before brainclot (plus it's recovery) is finished casting. I'm assuming Perpetuality is reducing cast times.

My reuse sits between 5-10% off my char
beam
casting .89
recovery .34
recast 1.9
pessimism
casting .89
recovery .34
So
step 1) cast beam, .89 seconds reuse timer starts now
step 2) recover .34 seconds (reuse on beam is now at 1.56)
step 3) cast pessimism (.89 seconds, reuse on beam is now at .67)
step 4) recovery time .34 seconds (reuse on beam is now at .33)
Now at this point you could wait .33 seconds and throw another beam
seems smarter to me to throw the beam (ps i know the time between the casts is so fast you can't really see it in game, ie you hit pessimism and it appears to start beam directly after that)

In my experience, it's always better to just wait .3 seconds or so for beam to refresh than miss a "beam cycle." Using migraine over it, you're getting about half the damage, plus overwriting your dot, you missed 2000+dmg from a beam. I spam migraine when nothing else is up, and leave brainclot to expire because, like Calaglin said, there's usually something else to cast.

There is always something else to cast. Esp. if youre on melee using 2nd abilities from int and str line. They arent big but they are quick and good to fill gaps.

They also lower your DPS.

Re: DPS Question
Another thing I like more and more these days is the ROD from wizard...15k dmg + every proc tends to go off on that long cast!
