Yeah, I hadn't seen that either. So I take it this math has been done and the 15% is referencing overall DPS drop from pre-LU45 state vs. post-LU45 state?

I posted this on the eq2players forum but I need some other people to confirm that something is not working on raid mobs. I wanted to test out if I could work in the stun-dmg spell in my 30sec spell cycle so I kept it in the entire zone and the "bewilderment" damage only hit 12 times zonewide.

Anyone else see the same thing?
