Jcap'ing anyone with long recasts is going to benefit them none, but jcap/roa on an illusionist will add a couple hundred dps to his parse. Boss fights I usually get jcap somewhere in the middle of the fight once other people have their immunities up, or save it if I have to blow savante. When you are a class that is usually in the top 5 for dps, it can be hard to justify sacrificing any dps buffs for another dps class.

Hmmm,
I initially thought, upon reading jcap description, that if you cast a spell while it was up, I would get a reduction of recast by 1/2 of total.
Upon paying attention to what actually happened, and discussing with my troub... it seems that all it does is double the speed of recovery for that 30 s for any spells that are down.
Therefore, if I have a spell that is down with 5 min recast, for the 30 s that jcap is up, it reduces a minute off the time instead of just 30 s. Therefore, it actually removes 30 s from the reuse of all spells that are down for the entire period of jcap.
Less amazing than I thought, but still very useful - especially if you have a lot of 1 minute+ spells, or will recast the shorter spells sooner if they pop sooner (i.e. your highest damage spells).
Is this the general understanding of how jcap works?
