although if you are soloing and using the stun/chaos yourself/mez repeat method perp is useless because you wont be chain casting anything. so really if you had a 2H weapon and str line you could do more melee dmg in the stun period then if you went for perp.
Or you could just stun/daze/stifle lock with a root + pet combo and kill shit faster on anything that doesn't 3-shot you.

Got a newb Illu question. I haven't raided in way too long, so I can't remember, but I think rangers self buff haste, and assassins self buff DPS. So if you are in a group with a ranger, obviously IA them, but should you haste them?
Yes, because they cannot self cap haste. Anything that lowers the delay on their bow is going to be beneficial imo. So if they're under the 200 mark (which they most likely would be) slap it on them.
