Unless I'm mistaken... as a Wizard I get +14.4% Casting, +5% from the SoL, +8% from Troub AA. This puts me at +27.4% Casting Speed with a Troub.

If you have the Robe, that's a +50% proc. Pushing you to +77.4% Casting Speed. Add in the new TC and you're getting +20% Casting Speed.

So wouldn't this push your casting speed to 97.7%, which is under the cap? Still making Time Compression viable? I could see if TC was still +25% Casting, then it would put us over the cap. But with the changes, Wizards should still be under the cap.

The robe reduces cast times by 50%, that is the same thing as increasing casting speed by 100%.

Therefore having the robe is all you need. And if you didn't know that, you should go to the initial avatar loot thread where it was posted all over.

Put TC on the healer if you have to, and just be happy our dps isn't getting a nerf

well duh. With TC on im damn near capped at my casting speed anyhow. Ball of lava will max a casting speed of 1.5 seconds. During raids it is at 1.7 seconds casting speed the whole time. Ice nova is less than a second away from cap. My small DD hits that are 2 seconds actually do hit cap speed and are at 1 second. RoA is clearly TC speed in a box. +20% cast speed is always worthwhile and never sucks to have. Just helps some more than others.

With the proc from the Robe not overlapping itself TC is still very useful because you have that casting speed all the time, because the robe will not be up all the time. Not to mention that when you have the Robe that reuse speed is even more important.

So you believe it is better to put TC on someone with the robe, for those times when the robe ISN'T proc'd, rather than put it on someone without the robe, who can use the benefits 100% of the time?

That makes total sense.
