It's the "global cooldown" period. When you successfully cast a spell, you have a standard recovery period of 0.5s before you can cast another ability.

Did I even once in my post mention the merits of putting it on anyone else? I quite obviously stated that TC is still useful on someone with the Robe.
If all your Sorcerors have the Robe, I'd still put it on a Sorceror before putting it on a Summoner or a healer.

I agree, if everyone had a robe....
Even in some cases, its still better to put it on the sorc with a robe depending on the situation and who is in the group. I just don't want people to come to this thread, and link your post, and say "See, I told you that you should still put TC on me." when there simply are better people to put it on depending on the situation.

Do you know what I say when people keep telling me who I should buff? "How high is your Illusionist and how long have you been playing it? Yeah, thought so, now fuck off"
They can tell me what they want all damn day long for all I care. I believe that if the player behind the class doesn't know for themselves which of their own buffs should go to whom, they shouldn't be raiding in the first place.
