Since some of the discussion seems to be about weather or not to debuff on the pull, couldn't you throw the buff out there on the pull and be ready to swing as soon as it gets to you? Are you casting other stuff during the pull (cause maybe I'm doing it wrong)?

So my question, do you guys have so many issues with agro that you need to pre-reactive the sk/brig on every pull (including the "trash that dies in less than 30sec's" fights? I admit when I have a fighter in my group, I pop the reactive just before pulls too, and if they or any other in the group keeps getting agro, I stop giving them dps buffs until they wise up. I'd rather they have less dps than die every other pull. Regardless, this should give you time to put up Convict.
Your argument that it doesn't give enough of a benefit to be used falls a little short if you consider how many 30sec trash fights there are in a zone. If you could figure in the overall #'s for a raid consisting of 30, 30sec trash fights, you're cutting off at least a few minutes of raiding that night. It might not seem like a lot, but you have to think about this game being every little bit helps. I know I don't want to be on a "leisurly paced" raid 1 minute longer than I have to be.
Isn't the whole goal to be done with a zone as fast as possible? Also, If you're sitting there "triaging" all the time, you're taking out a part of your skillset that could make the raid that much faster. If it's your group's fault that you're healing them all the time on trash runs, well, then you need to talk to them about not getting hit as much. They might think you're there only to throw up heals, but if you're spending all of your time healing/reactiving/rebuffing, then it's a waste of time.
