I vote they re-work all four lines.
The Battle Cleric end ability is fine, the CAs suck, un-nerf their damage or halve their recast timers for fucks sake.
The Detriments line is alright for the first three enhancements, the end ability is just horrid. Need to either increase the percent effectiveness modifier on the enhancements or increase the harder to resist buff on the enhancements. The end line should be something more spectacular for needing to spend points into this line, something along the lines of and ability that has a 15% decrease in all damage the target mob does for 20s recast of 1m30s.
The Triage line? Give me a break. Weakest AA line conceivable. The e:emergencies ability is utter crap, changing it to +15% per point increase to emergency heals' heal amount would make it much nicer and worth taking. E:Braveness or whatever the miti/sta buff enhancement is should definitely be adding an additional effect, like a minor power proc that grows per point spent into the AA when anyone it is on takes any damage. Or how about changing one of the others to an E:Inquest that gives whoever is the target of said ability another proc that acts like Glory of Battle, but not nearly as powerful, maybe 10% chance to proc a 10m range 150 hp. The end line is rather lackluster, but its not too bad, maybe a doubling in increase to heal range would be in order to make it worth spending enough points on the tree.
The punishments line would be ok if not for the end line ability being completely worthless, how about an actual punishment ability is given instead of some crap taunt for crappy tanks? I would prefer something rather excessively damaging but very hard to time. 7-10s duration, when target uses a class, npc or racial ability they take xxxx damage for each person that ability hits 3min recast or something.
