Are they upgrading or just getting better with you increasing your stats?

Because mine haven't improved, but I haven't changed any gear.

ive changed one piece of dps gear so far which gave me 10 more str and 2 dps and the aoe has gone up about 200ish

im just gonna log in and do like 4 quests so that i ding 72, will then compare the CA damage without changing any gear

lvl 71: AE did 717-876
lvl 72: AE does 730-893

and the interrupt CA went from 478-584 to 487-595

so... it does indeed scale by level

Ok... wtf over.

I respec'd my AAs and they started scaling properly after I did so.

Now I am agitated that I didn't do that as soon as I logged in when I got RoK.
