Atleast it has a freaking melee attack proc and +skill on it.

Other than that....

Not as hot as I would have hoped for considering.

Maybe if the delay was 4.0 still, but 5.0 makes the larger top end only minimally an upgrade over the Vraksakin.

~130 higher top end for 1.0s slower delay.

Does "extra dodge chance" apply to the base avoidance? If so, it won't affect shield ally. You need block and parry for that. No idea if deflection works for spells like that too, but I haven't seen an item that gives raw percentages to deflection like there is for parry, so I guess that's reserved for brawlers.
