Well, I figured out what this can truly do.

With it, group with a Warlock. Make sure Propoganda is cast

You will see an increase in Verdict where it goes from 2% to 4% on Epic mobs, Heroic goes from 10% to 14%, 25 to 29, and 50 to 54. Any buff that increases a trigger chance can make this higher. With a Troub and Dirge in a group, I had my heroic to 16%, etc (Epic did not go above 4%).

It's a lot of AA, but it is signifigant with Prop cast on you for Epic named mobs.

Mystics have a buff that can also boost it. I have not yet tested it with all possible proc increases on at once from all classes (Mystic, Warlock, Dirge [I think])

I know the numbers I posted were with a Lock with AD3 Prop at level 80. It stated a 4% increase in proc.

I can confirm with Ancestry from a mystic that Enchanced Verdict is now at 4% for epics

I tested this with Warlock
description of E:Verdict (green) changes, but description of Verdict (white) don't

we tested on simple mob
w/o Propoganda E:V description shows 25%, i cast Verdict on 30% ant Verdict worked at 25%. Thats correct
with Propoganda E:V description shows 29%, i cast Verdict on 30% ant Verdict don't worked at 29%. we keep mob on 26% about 10sec. Thats bad

Conclusion - this is bug in description of E:Verdict

ALL raiding warlocks should have propagations. It's an aa end line choice and affects proc'ing gear for the most part and spells that have a chance to proc (i.e. melee buffs), the spell increases this proc chance by 4%. .. another tidbit.. with 2 warlocks, it doubles the proc amount or comes REALLY close to double. However, going from 2.0/min with 2 propogations you are only supposed to reach 3.6/min.

Although it says 4 percent, I dont see it triggering at 4 percent. Looks like another bug for Inquisitors

Somebody do a bug report on it yet? If so, I'll start taking odds on it actually getting fixed. Currently stands at a bajillion : 1 that soe ignores it.

You can no longer modify the trigger percentages of Verdict.
