Alright I decided to start a thread dedicated to this POS...
I really didn't think he'd be as tough as he is, unless he is an undercon. My gear was decent for t7. I was able to easily solo a named 70^^^ when I was 70, the one near the FTH zone-in. I haven't had many upgrades since because I haven't seen much better drop. The few upgrades I can think of are the Melchonly Tonlets, Constrict's Mitts (spelling might be wrong?), and cleric fabled forearms from PR. You can look up my char if that helps, I can't link it atm since it is blocked here at work. The biggest thing I can think of is, I have very little adornments.
I used Maestro's Song on all four attempts and Tendrils of Hate? on two and the power one on the other two.
My best attempt was the first one where I got him to 60%. I'm been getting progressively worse since with 70s and 75s.
I used volatile fluid, the contraption pets (can't even remember where the are from), screwloose bombs, and staff of observers sentinel. I also used the buff from the Book of Hate. (I have the gong also that gives the 12.4 attack speed buff but friends told me to go with the book of hate buff.)
My options are running low and I want to get this mob! Everyone mentions weapons I can't get my hands on. I have 3 two-handers Blackscale Maul, Silversomething or other Warhammer, and a third I haven't the foggiest idea what it is called (I can look them up when I get home). I have a slew of shields but mostly t7 legendary. I have been using the mace I have equipped currently and the Reclaimers Buckler on all 4 attempts.
My AAs are down the STA and INT lines completey, I used both Divine Recovery and Divine Aura on all 4 tries. I have all but the last one in the STR line. I don't mind respecing if that will help. I am spec'ed for Battle Cleric also. I have Maladroit, and the range ones in the Inq tree.
I have tried to root and nuke, and I have tried to just melee it down, the 60% attempt was melee. All of my spells and heals and buffs are Adept 3, M1 of Deny and Fervant Faith (T8 version?). More masters are not an option now, sadly.
So... I'm sure there are other Inqs like me that want to beat this mob. Any advice for a weak wussy low DPSing Inq like myself?

If you are using maestro's flame, melee it while nuking and debuffing and spam your reactives. Also keep yaulp up for extra dps.
Your gear may be a problem though, if you are still using T7 gear, look at the faction brokers in RoK for better gear.

if anything i find ur weak link to be the hammer u are using... if that is weak then go to your stronger suits.. for me i avoided the song since it only a big dd and a heal.. with his auto attack i found it seriously lacking..
precast reactives. send tendrils debuff mob move in since tendrils are a stationary mob they will not move when he moves.. spin him so tendrils has a back shot (if that matters i dunno but it is what i did..) hammer stun him recast single reactive, cast imps from diety send imps to attack.. keep up debuffs and cures do not fall behind on health. hit power roots mana stone your mom... whatever it takes to get power...
Keep the single up at all fucking times.. keep debufs up at all fucking times.. patch heal with single heals when able.. drop inquisition on him and suck down ur power clickies.. use all the fast casting ones the 4 second ones take to GD long and u will die.. by the time he is 50% hit your single target emergency and run through your CA (BC specced) stun him again recast singles and debuffs prep for another run of CA hit your group emergency reactive run him again.. that should get him down to 20% or so then u gotta be patient and hit ur potions and more power stuffs...
Once you get him to 10% verdict his fucking ass and hump his dead body...
that is pretty much what i did in a nut shell... some key things to remember do not recast your group reactive it takes to damn long... maintain all three debuffs on mob maintain your single target reactive... if you have time drop the two lotto damagers on him also drop the green book fuck i cant remember the name but it will knock him back when he heals and give you some room... Time your heals so that your hammer can hit.. if you are constantly casting you are not doing auto attack damage and he will rape you eventually... When it works right i was at 80% health and 87% power... ya when its done right its that easy.. fight was 3 minutes... Oh ya try to stun him so he is not hitting you while u are casting your heals. STR LINE OWNS THIS FIGHT best of luck to you..
Ya i got shitty ass EOF gear (except bonecrusher which imo made the difference) but i made it happen you can to.. server disco on unrest...

I had some trouble with this guy. I used a different strat than most seem to post though.
A) I was wearing 13 (yes 13) mana proc gear on heal. Have mana proc on your melee weapon. -- i think 1 actually was the pants that do the stoneskin + mana proc.
B) I used dmg shield potions and mana potions
C) I would use T7 Reactives when possible.....lower power cost.
Strat:
--------------------------------
1) when at 100 percent life, and I have group reactive up -- go all out, all Combat arts, and maybe throw on the when attacked does dmg spell.
2) Heal heal heal until I'm back to 100 percent.
3) Repeat #1.

I never went below 60% mana. Fight took 10 minutes.
The key was using T7 reactives for the extra mana procs. I'd even throw in T1 heals (small heal), for extra procs.
Use a sheild and 1hnder. (thorns on shield and on your arms)
Have str/wis/agi AA lines.
inquisitor lines, use CA, and the line that buffs your spells.
Do not fear the dude, try not to make him move at all, he regens way too fast to have him running away from you. As far as debuffs go I'd only cast the lower mitigation one. the others you have to cast too often and don't do anything very noticeable that I could tell.
There are other ways to beat the dude also, this was just t he way I did it.

I did use the potion thorns. And I did fear.
The 3rd and 4th tries I pulled with root and hexing, then debuffed until the root wore off, then just went at it. I think the first two I just cast pets and started stunning and nuking.
I got one of the temp adornments for the weapon off the broker but haven't tried it yet. I can't remember which I even got, think it was the heal one.
I'll keep trying, thanks guys.

Hm.. this makes me wish i didn't group up with another inq that was on the same step as me... Would be fun to actualy try if how hard it would be=(
With two inqs it was very easy though, i was tanking and the other one was keeping me up +dpsing. took him down in a minute or so

I've tried a couple times now but have barely scratched the guy. I attempt to keep the single target reactive going at all times along with debuffs.
I'm wearing a mix of fabled and legendary gear since I don't full time raid. My current weapon is Twisted Mahogany Staff (drops in EH) but my issue is just not enough power and taking too many hard hits. I've increased my attack speed to 5.2s using the Gauntlets of Glorious speed which increase haste by 25. As it stands right now my mitigation is 3815 and my avoidance is 1764. If I go one-hander and shield my avoidance nearly doubles but then the DPS drops really low of course
I also use the Tribunal deity. Right now I'm trying a pet hammer that lasts for one minute and the one that increases in combat health regen by 500 along with an increase in MIT against physical damage by 900.
When I looked at ACT the hammer seemed to miss every time so I might need to redo that and instead get the buff for DPS or an across the board buff of attributes.
Well, I suppose it is not supposed to be easy though. Probably should post something on the SoE forums for getting a group of Inquis together on Mistmoore to knock this out.

Xaas is far from unbeatable.
With easily accessible tools and options, it is killable by an Inq wearing t8 legendary/mastercrafted. You do not even need to be a raiding Inq to kill Xaas.
If you have trouble killing it, regard Xaas more as a Boot Camp for Inquisitors. You will learn a lot about the class you play, by trying different things, and working out how to beat him.
Anyone can take the cheap way out, and duo it with another Inquisitor. But in the long run, you have much more to gain than a below average fabled epic, if you do it properly, on your own.

While I don't mind any lessons to learn I'd also be interested in knowing what tools and options you might have used to beat it.

I loved Xass because hard solo encounters are seldom, they are either wussies or you`ll need a group anyway and let`s not forget ... he deserved to die for messing with inquisition.
Just for the sake of it I tried several ways to beat him and the possibilities in ways to overcome this guy only hardened my faith in our beloved class. The reward may be dissapointing but you`ll learn something you can take with you.
I`ll recommend any Inquisitor to kill Xass on his own.
Gear means something, for sure, but it`s about your plan and how you approach that damn motherfucker, knowing your class in and out (both strengths and weaknesses), using all you got and using it the right way depending on the situation. Fabled gear means jack if you use the wrong tools.
Legendary T7 Set? spellcasting like a mad man, geared with enough power proc items, clickies and so on, you don`t even need steadfast, but prepare for a damn long fight.
Mastercrafted T8, mixed with easy to achieve gear from quests/heroic-instances? dps like there`s no tomorrow but your biggest problem will be your pretty low power-pool. Not that there aren`t enough ways to counter that.
Wearing a balanced mix of healing and dps gear? At first glance I thought "what a joke, neither me, nor him will be going to die", but I was wrong and a bit stunned at how easy he was going the balanced way. One-Hander (GBH) plus shield, some deity crap, a mass of power clickies I didn`t even use, ...
After about 2-3 funny minutes and still sitting at 75% power I saw him at 10% and - loving the "balanced way" - decided to finish him, casted verdict, equipped a twohander just for the sake of it and smacked him in his hideous face
