Default Stupid question i know

Someone in here i belive posted a very short but accurate description of the proc syntax used by SOE and how it applies, of course stupid ass me cant remember where it got posted or by whom .... So could whomever was the god of proc descriptions etc, please repost or point me in the right direction ?

i was looking something up and stumbled upon it, dont know where it originated, but here goes:
