i usually dont wear the corporeal darklight buckler anymore since i got the star of malice a week ago (finally)

ok now what do we get buff-wise:

- you rarely get +8% for having a bard in yer group

- in a raid situation you almost never get TC or CH, because:

* if ye're in a tank group: the shaman gets CH, which is there mostly, if not, thats one of those rare occasions, where you'd get it

* if ye're in a dps group: both the troubadors spellhaste and TC will be placed on some squishy (like TC on the wizz, troubs buff on the warlock)

do note: im far from always even having an enchanter in group, OT group often has to run without a bard. so you rarely get TC/CH and even if you get it: 59% + whatever those buffs give (20/15), you'd be at 80/75 spellhaste. now id say thats kind of soft-cap (because haste is on dim. returns), but soft-cap usually means its nice to reach it and you will still see improvements. and thats what its like.

WITH an enchanter spellhaste-buff, youre at a nice steady 80%. without it, youre not, so i dont see how you would be hardcapped without robe+cloak

I'm always in the DD group and have a chanter and a bard most of the time. Sure for easy nameds and trash I don't have TC as I don't need it, but if we are facing Tythus, etc. then I get TC.

I also don't own the EMG thats an other 5%. Then you miss the cast speed increase of the Shadow AA, These count vs the cap. Star of Malice is nice, if you can melee, but for hard nameds you often can't do that so the Brace it better for these fights.

So we have:
15% mythical
15% heal stance
20% TC
10% TSO set
5% ethernaut talisman
8% bard
16% INT line
10% monk
=====
99% fast cast without these items and without taking the TSO AA into account.

i was kinda wondering what you meant with the shadows AA until i realized youd be refering to the int line of the kos tree, but yea forgot that.

so in the end it all comes down to raid setup. both bard in group and monk in raid are being far from being guaranteed. but in the overly stacked setup you described, youd prolly not need any more spellhaste... EXCEPT for the cases, where you dont need the benefits of the healing stance and switch to meleestance. thats another uhm... 20? spellhaste to compensate, so in your stacked setup, you would equip cloak and robe and turn on meleestance and still be not retardedly slow casting. i dunno... being in that a stacked group is far from being common to me.

also: when youve got some serious shit going on and youre in MT or OT-group, you would probably want to run shieldally, which means no INT line (STR/AGI/STAM), which is another 16 sh to compensate. plus: in those setups, CH would definitly go to the shaman, so youd have to scrap that too. well obviously when using shieldally youd be sporting the corporeal darklight board but uhm yea... those (not that uncommon) situations would look like this (taken from your list)

bottom-line: inqs arent always put into dps/spell-groups, so i guess itd be fair to not focus the gear-list on that one sole position
you even put the sh cloak below the lame ass dps shard cloak :/

again: those overly stacked groups arent guaranteed, so i'd add another star to the 5sh cloak and put on position 2 (or 3? well nah, just thought about that: in the end the byzola cloak is just another hot you can stack on whichever tank gets beat but its still a hot and thus the least desirable of all healing-forms. pretty much the same applies to healing blanket... that shit is even retardedly slow ticking and its weak, youd be wearing the TNT cloak for the 4 healcrit alone)

and about trak cloak... i guess if that thing DOES work with clicking inquisition afterwards (dunno), it COULD be pretty handy... if cloaks were still changeable midfight, which is not the case nymore sadly :/

With Shadow AA I mean "Despotic Healing" and "Devoted Healing". Both reduce the cast time of the heal by 0.5s which counts towards the cap. (Even with this bonus you can't go below 50% of the base cast time of the heal)

From a pure healing point the Cloak would be 3rd, behind RE2 and ToNT, but the other Cloaks have some other extras that make them desirable for certain situations. The damage of the Malign Mantle and the Onslaught Mantle are nice, if you don't need full healpower. And the HOT of the Malign Mantle is also a nice help for overcoming peak damage. It is impossible to rank all items at the right position, as it often depends on the situation and setup which item is better.
This is the curse of an general item list and why I don't use numbers any more: If I switch to the above mentioned format, it should be more clear, that it is a good healer cloak.

Progression shouldnt be based on enounter difficulty. It should reflect which item is better compared to others for the same slot.

This also depends on the rest of your gear. If your twinks have more T4 set items then your mains due to fucked up loot it is harder to do as if 1/2 the raid is wearing a Avatar BP and most have ~100% crit mitigation. ;)
