Re: Specific aa questions
1. Not really very often, in my experience, but it's awesome for preventing interruptions.
2. With E: Verdict, it puts a debuff on the mob that stays up for (I think) 30 seconds, and then if its health drops to the threshold, it triggers the 1.5 second cast that reduces hps to 1. It allows you to cast it when the mob gets close to the threshold, and then concentrate on healing again. It also gives you a chance or 2 to recast after a resist before the threshold is crossed. It's great for a few mobs like the one in (I think) Temple of Scale that heals to 25% or whatever once it hits 2%, and TSO instance bosses, especially Varsoon (works all 3 times). It's good for fights like Nexona where dps is limited. It's also great for those "rare" occasions when everything goes to shit and the mob is almost dead. The vast majority of the time, though, unless your group/raid is just barely capable of killing the mob, it will be dead before the 1.5 seconds is up.
3. I think it's a bit under 1k at level 80 and 5 ranks. With myth and healing stance, the group reactive is useable (stacks nicely with Penance for solo healing), but I use Alleviation (group direct heal) a lot more often, so I'm spec'd for that instead.
