It's actually the exact same way you would rate an item if you just look at it and compare. That's all I'm looking to do, just in a bit more scientific way than saying "oh, that looks better" My project is to get the reason why it looks better.
Obviously if you are near the cap for a stat, that stat will mean nothing to you. There is room for adjustment for this scenario in the spreadsheet I am making, but, in order to get to that point, I need to know what is more important, assuming you dont have stats near the cap. This is the point I was trying to make in the original post.

"I would trade 1 heal crit for 40 stamina" is one of the dumbest concepts I've ever seen relating to this game.
If you aren't going to maybe get 1-shotted (or have AEs stack on you or something), there is absolutely no reason to have any concern at all for how much STA you have. If you are going to DPS and not have to heal at all for whatever reason (on trash, for instance), there is absolutely no reason to have any concern at all for how much heal crit you have.
Any "formula" trying to relate stats like that would be completely useless.

Exactly my point. Obviously there are going to be times when getting 1 shotted is a concern, otherwise, hitpoints are useless to a healer. But obviously they are of some use, where do you draw the line?

I took some time and reread the post. I'm guessing the goal of the OP is to find the "perfect" set of gear for any situation. Otherwise I just cannot fathom what the goal of this is.
And if that is indeed the goal then I can say with confidence your wasting your time. With a "perfect" set you wont do anything really well...you'll be a jack of all trades.
Take some time, head to Moors and park yourself at the TSO shard merchants. Then open up Lootdb or Xanadu.
Have 3 goals:
1. Determine the best gear to maximize your DPS (this includes jewelry, etc)
2. Determine the best gear to maximize your healing potential
3. Determine the best gear to maximize your survivability in raid situations (i.e. crit mit)
Many times 2 and 3 will be the same with current itemization. Not ALL the time, but many times. For Example: Rune Etched Helm and Sprinkler gloves might be better served if you need to heal but you would give up Crit mit to get it.
Get the gear and then set up gear swap macros. It will always be a work in progress unless your incredibly lucky. ATM I have a decent dps set (still working on it) and and ok healing set...and an absolutely awful crit mit set...that is until I get lucky and a few more patterns drop.

The real goal is to determine how good an item is overall, whether it be for a dps or healing set, to determine how much dkp to spend on it. If that means omitting dps stats from healing gear and healing stats from dps gear in the equation, so be it.

Determining what to spend on an item depends on how much the improvement is on your current gear.
No one can really tell you what's an upgrade and what would not be, due to the variables on your AA spec, previous gear choices, playstyle, and role. The decision needs to be made by your judgement alone, and no caculation is going to be accurate enough for you to determine it useful.
First you need to determine what you are close to cap on, and the areas that need considerable luv.
Check out the gear thread here for your inquisi as it has a number of items that are good for your inquisitor from all various levels of playstyles and what you have access to. I still check it out all the time to see what I am gunning for to twink out my little inquisitor. The inquisitors here have one of the best gear threads on Flames... use it to your advantage!
