Determining whats a better piece of equipment usually goes something like:
  1. Does it have innate Base Heal%?
  2. Does it have innate 5%+ cast speed/reuse? Does it have a proc?
    1. If so, is the proc a large ward/heal or 5%+ base heal% or 10%+ cast speed/reuse?
    2. If not those, is the proc a large damage/base damage?
    3. Power proc, large self only > small group > moderate self only and small self only are trash.
  3. Haste item, 35+?
  4. Does it have High Innate Strength and Stamina or Heal Crit of 5%+(or 7% or whatever depending on how much you have)
  5. 5+ DPS mod?(High strength or stamina/hp items only) [If not in a coercer/dirge stacked group]
General guidelines also include don't equip it if it has less than 100 HP and 20 sta on it unless if fulfills #1 and/or #2.

Also generally can juggle pieces that only fulfill #3 through #5 to jack resists/health up. If you're getting crushed.

And yeah, that trak cloak is pretty much garbage unless you're low on STR, STA and Heal Mod.
