My Inquisitor is only an alt and is specced for a kind of half-way-house AA set (And being an alt I don't have 2 full gear sets to switch between, I only swap about 5 or so bits of gear to get me up above 100% DA and give me what few procs I've found).
I'm unsure of your reasoning for taking Holy Shield, or indeed Shield Ally. The AA spec I see seems to be very DPS oriented and the addition of Holy Shield and Shield Ally seems somewhat out of place, you don't have much avoidance gear and so shield ally is of minimal effect and as Holy Shield is a single target aoe avoid I've never really seen the point (if something
really needs avoiding you get a group aoe avoid in each group).
I'd suggest maxing out Bolt of Power in the STR line, it's not a half bad proc, after that your spare points are probably best spent in Inspired Renewal, it would probably increase your ability to keep your group alive (while you are in dps mode, so probably a dps group) more than a single target avoidance buff or single target aoe immunity.
You've got the important stuff in the Inquisitor tree from what I can see and your TSO tree is pretty solid (though you do want to max out Blessed Yaulp asap).
Aside from that you don't want to be using your class epic as your dps weapon, I'd recommend Thex Mallet as a very good heroic quest reward, or if you go there often you can try for Bonecrusher from Pawbuster or Supple Dogwood Staff from Nexona, if you can't get any of those then you can settle for the Heavy Hammer of Hard Knocks from the first named in WoE or the Lavawrought Greathammer from DF (entry level dps weapon)
Beyond that you want to swap out your healing gear for all the damage procs you can find, assuming you have a dirge in your group there's not much point in investing in +DA gear (as you should be over cap in DA with a little bit of outside buffage).
My Inquisitor is far from fantastically geared, most of his dps gear is legendary stuff from TSO instances but he can do 4k in mostly heal gear, if you're prepared to spend the shards you could also invest in a few bits of the Ground Granite void shard armour (particularly the gloves for all that loverly haste).
Aside from the gear and AAs, remember to time your auto-attacks, they are most of your dps, and try to fit heals in between the swings.
