There are some exceptions for when the REH is not the 2nd best helm in game (since the proc nerf), at least for Inquisitors. Well by some, i ment 1 that I can think of.
The exception is your 4-set bonus for group tenacity. Group wide tenacity gives people in your group more hp than the ward offers in some situations, in others it gives everyone in the group an extra 800+ hp that is constant.
Situation:
non 4 set: 5 tenacities up (1400ish hp to 5 people)
4 set: group tenaicty (1600hp to 6 people), sta/mit up (400ish hp to 6 people), resist/hp up (400ish hp to 6 people).
Difference - 5 people on average gain 1000hp (mages gain a bit less because of sta/hp conversions or people capped on sta), 1 person gains 2400hp.
REH wards for 1500 meaning 5 people would have an extra 500 hp every now and then and be short 1000 other times, while the other person will rotate between loosing 2400 and 900 hp.
If you are on a pvp server, it is even more extreme getting the pvp 2-set to buff tenacity even more (something like 2000hp/85dps after mods)
