Nope -- for solo inquisitors a melee combat spec is your best bet. Once you have 100% crit -- and this should be a high priority -- a slow 2H is your best friend.
Doing the math:
- one weapon is 100-200 w/ 3s delay
- another weapon is 0-300 w/ 3s delay
- a 2 hander with 100-300 and 3s delay (30% better than both 1h)
- a 2 hander with 0-800 and 6s delay (same damage rating as previous)
With no critical hit modifiers, these weapons do the same damage. Remember that criticals first multiply the damage by 1.3, then bump it to 'max' if it's less than max. Applying a 100% critical rule to the damage:
- the first does 200-260/3s
- the second does 300-390/3s
- the third does 300-390/3s -- no better than the previous
- the fourth does 800-1040/6s or 400-520/3s (to make comparison easy)
You can see that weapons with a large damage spread and a high max damage benefit the most from 100% melee crit. This doesn't even count the affects of melee haste, double attack, or flurry.
In other words, go for 100% melee crits, get a high max damage weapon (almost always a 2 hander), then go for combat cleric. Some inquis choose combat cleric first, then 100% melee crit; they can use sword+board until they start bumping up their melee crit.
Plus, you don't really need a shield; you're already wearing plate armor, right? And you can heal yourself. You can compensate for the slightly higher incoming damage, but you don't have many ways to generate high DPS.
