I have a lvl 37 Legendary Foewhistler bow with a damage rating of say...36
I also have a lvl 46 Treasured quested Bow with a damage rating of say...48
I know that tier plays an important part in an item's performance, but at what point (before it grays out) does it make sense to use a higher level item instead of a higher tier item?

I think for straight items like DR - tier (treasured - legendary - fabled) dosen't 'change' it, meaning legendary or fabled won't hit more just because of their tier.

if the DR on a Treasured bow is higher than the DR on a Fabled bow and all you care about is the DR - then use the Treasured.

procs tend to go off more on higher tier'd stuff, but the boost to stuff like mit/DR is connected with lvl AND tier. Treasured lvl 46 bow will almost always have a lower DR than a Legendary lvl 46 bow.

But if your Treasured lvl 46 has better DR than your legendary lvl 36 - unless there are other reasons (like stats or proc or whatever) - why would you use the lower leveled bow?
