mhm are these triggered effects cancellable (through rightclick in the spell effects window) or they're persistant till they expire (like for example being drunk after you drink alcholic stuff)

And do they persist through unequipping the cloak? i.e. I could do the clicky and put my regular cloak back on and keep the buff?

The effect doesn't persist if you unequip the cloak, so to answer the question no, you can't get the +10 dps effect then throw on another cloak to double up on effect :P
