There's another item you can get called Circlet of the Dead. Also a quest reward. I can't find a link anywhere, but it looks like 3 candles inside of red skulls that float in a circle above your head. Personally I don't like it but someone should post a picture of it

if you have some of those tickets/flags/whatevers left, yes, the npc is still there. you just arent able to quest new flags
