I can verify that it drops from Heroic brownies in NE Lesser Fay as a chest drop.

I spent a 30 minutes earlier in the week getting me one... but it looks totally unswashy...

Yeah, stick away from people saying you can get it off solo brownies. It's either bullshit or its extremely rare off solo brownies. Slaughter the heroic brownies, it may be uncommon but definitely not rare.
