I personally think this item is great. Some of my guild's healers are opposed to me using it. As a DPS class, I'm gonna use every advantage I can to get more damage. If that means an extra cast for a healer along the way, I say fuck em.

If at next big change, you cannot unequip this during a fight, i dont see how a melee will be able to use that without dieing ,as he will take many hits in a single minute. I m not sure an assassin will see the end of his concealement chain. Pretty like a lifeburn without the same life/dmg ratio.

As written, Dark Orb procs 1.8 times per minute for 16 seconds each time, or 28.8 seconds per minute, or 48% of a minute, which would make the 10% dps boost average to 4.8% flat boost, which would mean toss the Dark Orb and go with the necklace if dps is what you're after. In laboratory conditions.

This also depends on your class, I could be way off here but hear me out. I have an illusionist and the majority of my spells do 1k or less dammage (the ones that do more then 1k hover around there) I think pris chaos can get up to 1400 or so. Given this 10% of the majority of my spells is less then 100 dmg, so it just seems to me that the +100 dmg +40 int necklace is just as good. (possibly a tad bit less dmg but I don't lose 5% health for every cast)

This only procs when you cast a spell or CA right? How does it act with dots? Does each tic take health? Is each tic doing 10% more damage?
