10% is bugged because it equates to just about as much as a templar stoneskin is.

And yes, I will make it my personal quest to make sure everything that causes a game balance issue is brought up and discussed. This item may break/trivialize end game encounters. This is like saying "Lets get our percentage up so fucking high that it doesn't matter how many healers the MT has, because stone skin is going to be on him 90% of the time anyway."
If your afraid of a nerf, then its usually a
NOT intended mechanic.
To make the game better for everyone who plays, not just the small % that finds out and exploits an item.
.... Also, wtf is up with the comment

Are you seriously trying to state that its not a bug because you can see the value on the earring? I'm not going to touch that particular comment.
The value may not be bugged, but its up to us to do the right thing and bring up shit that will break late game for everyone.

The effect Dispersion lasts 5 minutes or until you are hit next by any type of attack (stone skin triggers) which is when it terminates. You get power.
While this is a pretty cool item, it does not need to be fixed, it doesn't break the game, it gives mages and other classes some survivability against some of the harder solo content.

Then it should be mage only, not for tank use. Then i'd agree with the %.
My main bitch is about tanks and to a lesser extent scouts. Thats where this item will be overpowered.
