This will be the expansion of the stoneskin effect, because when it comes to end game that is going to be the only way for the tank to live.

I doubt that, seen the quality of other procs and items out there? And seen how hard the mobs hit, even the heroics? Yeah, no, I don't think a bit of stoneskin is out of place.

I personally don't like stoneskin at all from a balance perspective, whether it be from buffs or items, but at this point it's more or less necessary to survive :p

There are a few items with this effect, some mage-only, some not. I think fireflyte did itemization pretty deliberately and I doubt she 'forgot' to make all the dispersion items mage-only. Honestly if that were the case a battle-mage loaded up on stoneskins would probably take damage almost as well as a fighter.

Except for the fact that I'm sure that the power proc gear will also be very necessary because I'm sure we are bound to see quite a few effects like in Crypt of Agony where mobs cause you to consume more power, and Avatars are going to have even more power drains.

Stoneskin is going to be mandatory to survive because of how hard mobs hit, but by the end of the expansion when you see tanks running around with as many pieces of stoneskin gear as they can possibly can even though there is "better" gear for that slot, sony can blame themselves for making the mobs hit really hard instead of faster with less damage.
